The Comisión Nacional para la Protección y Defensa de los Usuarios de Servicios Financieros (CONDUSEF) is a decentralized public agency under the Ministry of Finance and Public Credit (SHCP) of Mexico, established in 1999 following the 1994 financial crisis. CONDUSEF serves as Mexico's financial ombudsman and consumer protection authority, with its own legal capacity and assets. Its primary mandate is to promote, advise, protect, and defend the rights and interests of users of financial products and services across the Mexican financial system. The agency has regulatory, supervisory, and sanctioning authority over financial institutions regarding transparency, advertising, proper business practices, and consumer relations. CONDUSEF operates several key functions including handling consumer complaints through mediation and arbitration procedures, conducting non-binding dispute resolution between users and financial institutions, registering and reviewing standardized contracts, and maintaining public registries such as the System for the Registration of Financial Service Providers (SIPRES). The agency also oversees financial education initiatives to improve financial literacy among the Mexican population. In 2009, CONDUSEF received significantly expanded powers when consumer protection responsibilities were transferred from the National Banking and Securities Commission (CNBV), granting it regulatory, inspection, and sanctioning authority. The agency monitors financial institutions' compliance with the Law for the Protection and Defence of Users of Financial Services and the Law for the Transparency and Regulation of Financial Services. CONDUSEF has imposed monetary sanctions on financial institutions for non-compliance and maintains oversight of fees, commissions, and lending practices. The agency works closely with other Mexican financial regulators including SHCP, CNBV, Banco de México, and specialized commissions to ensure comprehensive consumer protection across banking, insurance, credit, and fintech sectors.
